Dixie Walls, Office Manager

Employed at C.A.R.E. since 2000

Dixie began her career in 1991 as an Account Tech IV at Pueblo County Board for Developmental Disabilities (now Colorado Bluesky Enterprises, INC). As an Account Tech IV, Dixie's responsibilities included accounts receivable, accounts payable, payroll, and various duties related to Residential Accounting personnel.  

In 2000, Dixie furthered her career as Office Manager at C.A.R.E. INC. Dixie holds many responsibilites as our Office Manager, some of which include: day-to-day matters of business, primary communication, Medicaid billing, records keeping, accounts payable/receivable, payroll, and employee management. Dixie also holds certification as a CPR/First Aid instructor and HIPAA Officer.  

With 22 years of experience with developmental disabilities, Dixie is a valuable contributor to our team.

Meet the Owners

Jim Wolfe, President

25 years of experience

In 1988, Jim started his career with developmentally disabled individuals as a Host Home provider. He later worked direct care in residential setting from 1990 until opening C.A.R.E. in 1993. 

Jim is an advocate for our special population, among others, as shown by his many years experience as a Court Appointed Special Advocate (CASA).

Joni Wolfe, Executive Director

35 years of experience

Joni began working in the field of I/DD's in 1978, at Pueblo's Community Centered Board in the Residential Department. While working at the CCB for 14 years, she was a Host Home provider to adults and children for eight years before opening C.A.R.E. in 1993.   


Vernon Armijo, Assistant Executive Director

Employed at C.A.R.E. since 2000

Vernon has over 35 years of experience with developmental disabilities. He worked at Pueblo Regional Center for 18 years- the first four years of which were working direct care. He then worked in the Day Program for six years as a PT/OT assistance before becoming a Day Program supervisor. Vernon was the Director of Transportation when he left Pueblo Regional Center to work at C.A.R.E. 

Vernon was employed at C.A.R.E. as Residential Director in 2000, then was promoted to Assistant Executive Director. He is a valuable member of our team and directly oversees all managers. His attention to detail and extensive knowledge are invaluable assets.  

Vernon has experience with extreme/challenging behaviors, sexual offenders, severe mental illnesses, and medically fragile individuals.  

Jenna Wolfe, LPT; In-Service Director


Jenna is a Licensed Psychiatric Technician (LPT), certified instructor of CPR & First Aid and Bloodborne Pathogens with the American Red Cross, and a certified instructor of The Mandt System.

Jenna has experience providing services for individuals with severe behavioral challenges, severe mental illness, and individuals considered medically-fragile.
